Sept 13, 2003 -The 22-acre site east of El Camino Real and north of Carlsbad Village Drive  was earmarked to include illuminated ball fields, tennis and basketball courts, barbecue pits and a large picnic area. But, because of environmental issues and neighboring residents' concerns about increased traffic, noise, lights and vandalism,  it will be turned into a passive park for people.

City of Encinitas California agrees to ban lights in sports park -- An environmental group has agreed to remain neutral on a planned $1.5 million sports park now that the city has banned sports park lights. North County Times

  Cost of lighting is not included in Glendora park-use-fees. 2003 budget shows the energy cost of lights at $169.000.00  Over a five year period park lighting energy cost for Glendora will exceed $1,000,000.00 (one million dollars)

Apr. 01, 2004 No lights to be built on sports fields 
Mountain View -- Neighbors in the Cuesta Park area of Mountain View declared a major victory last week when the city council voted unanimously not to place outdoor lights on the fields above the planned Graham Middle School campus.  Hundreds of neighbors signed a petition urging the council to pass the project without lights. Opposed to Lights in Sports Parks  Lombard, Illinois -- Residents living near the park are saying they weren't told about the project, and are objecting that it would bring more traffic, noise, and trash to their neighborhood. "I love the park. But what good is it living next to a park if it's loud and active late at night and we can't even use it?"

Louisville, KY -- City enacts tougher noise ordinance, Residents have been suffering in silence. The ordinance prohibits people from playing music or making noise that can be heard from 50 feet away, and it calls for penalties of up to $500 and 180 days in jail for repeat offenders. Maj. Jay Pierce, commander of the department's Baker District said we have gotten the message!

 October 14, 2002 -- Dear Resident:
In the upcoming months, Glendorans can expect an additional 1,500 hours* for using the city's parks and recreational facilities, thanks to a recent action by the City Council approving several key capital projects and programs.

*Note: 1,500 hours equates to over four (4) hours per day for an entire year (365 days) every day, Sun, Mon, Tue, Wed, Thu, Fri and Sat. Will they be on until Midnight in the summer?

 Gaynor Park -- The petition, which is signed by homeowners living around the park, says that they are "strongly opposed" to the Gaynor Park plan because it will be a "detriment to the tranquility and general quality of life" in the neighborhood.

MORENO VALLEY CALIFORNIA -- City officials are planning deep cuts to a parks and recreation program that cannot pay for itself.  Cuts, changes, $850,000 must be cut from the Parks and Recreation Department to balance the budget. There must be a fundamental change in the part the city plays, to simply providing a place where they can play. And only those programs that pay their own way will survive.

Thousand Oaks- Addressing a packed room of residents, Loren Pluth, CRPD senior park planner, and David Volz, the landscape architect working with the district, said they were there to gather community input on what features should go into the park. However, their presentation was disrupted by many residents saying they don’t want a park constructed at that location. Pluth and Volz were not available to answer any questions after closing the meeting.

Removal of lighting at Goddard and Sandburg from the Parks Master Plan
Motion was made by Councilmember Herman and seconded by Councilmember Tessitor to remove the issue of permanent lighting at the Goddard and Sandburg football fields from the Parks Master Plan

The motion carried 4-0 as follows: AYES: Conway, Hamlow, Herman, Tessitor; NOES: None; ABSENT: Clifford.


NOTE: City Attorney D. Wayne Leech clarified that staff will prepare a formal resolution to officially remove these items from the Parks Master Plan. The resolution will be on the Consent Calendar at the meeting of May 13, 2003

Philadelphia  Board of Supervisors  December 12, 2003 "This is about how we pay for park and recreation in a fair way. We have some facilities here - the pool is one - which is funded 100 percent by user fees. The golf course will be funded 100 percent by user fees. I don't think it's unreasonable to ask our sports groups to pay a portion of the cost of these fields," said Stainthorpe. Hackman called the compromise increase "fair and reasonable."

Eastside Friends of Lake Washington is a group formed of Eastside citizens opposed to the Seattle Parks Department plans to construct eleven lighted sports fields at Magnuson Park at Sand Point in Seattle. They represent several neighborhood associations, as well as other concerned citizens
 

Neighbors object to park lights -- ASHLAND OREGON -- Thirty people addressed the Ashland Parks and Recreation Commission Monday night concerned about sports lighting in North Mountain Park.  Neighbors decried the proposed lights, saying they would decrease property values and disturb neighbors as people wandered to their cars after the night games. "This will ensure no one sleeps in the North Mountain neighborhood late into the night," said Bonnie Moody...

Cost of Lighting a Sports Park -- VISTA CALIFORNIA -- It may cost local sports leagues more to play ball at three city parks if the City Council approves a proposed increase in lighting fees prompted by the state's electricity crisis.

City Revamps Softball Complex Plans
POWAY CA -- Marge Knothe, who has helped collect 2,000 signatures from residents opposed to the new park, said the plan is basically the same because there will still be four softball fields in a rural area that is supposed to remain open space.

Neighbors said building a ballpark would disrupt their serene, rural country lifestyle. Noise, traffic and lights from a baseball park are not welcome in their neighborhood, they said. The debate went on for nearly two hours.

  CHEYENNE WYOMING, Lights Out - To reduce light pollution  Senate Bill 49 , is being sponsored by the Joint Corporations, Elections and Political Subdivisions Interim Committee, which gives it the clout it needs to find its way to the governor's desk. The Senate corporations committee took testimony on the bill Tuesday and voted 4-1 to send it to the full Senate with a favorable recommendation.

For Sonoma County California -- There’s a consensus among county residents that they want passive park and recreation facilities that they can "visit." Mentioned by over 50 percent of county residents are passive as opposed to active recreation and park facilities.  When asked to choose between passive and active park facilities, the predominant responses favor passive, parks and recreation facilities.
 
 
Weyburn's City Council upholds ban on Sunday play in sports parks. At Mayor Don Schlosser's request city commissioner Bob Smith divulged City Hall had received 11 phone calls opposed to Sunday play and only two in favor. As well, 23 letters were received, all noting their opposition to Sunday play.

Westlake Village, California Residents Oppose Sports Park Plan for Their Neighborhood, Saying They Will Sue to Keep Space Open   Residents Object to Soccer Stadium in St. Paul Neighborhood -- built 36 feet from a 93-unit condominium complex, which houses senior university employees and retirees. The site also is within 40 feet of the lot lines of the University Grove neighborhood.
New noise ordinance in Annapolis, Maryland. It applies to amplified sound, shouting, and loud vehicles. A noise will be considered a violation if it can be heard fifty feet from the source.  The ordinance included restrictions on "noise of sufficient loudness, character and duration which may unreasonably interfere with the proper enjoyment of property or with any lawful business or activity."
 
 
Trial Set For Ball Field Lawsuit - Christian County KY Board of Education will stand trial in early 2004. Kaler and Osteen together filed the lawsuit in February 2001, naming the school board and the HHS girls softball team booster club as defendants. Lights, noise and location among causes of complaints.

 

County officials worried that parks begin to carry a stigma - Florida Property owners of Livingston Woods, a community in Golden Gate Estates, were polled earlier this year on whether they favored a neighborhood park. The majority decided against the addition of a park in the area. August 4, 2003

New Noise ordinance -- Haddon Heights PA  -- Under the terms of the ordinance, activities deemed "disturbing and annoying," including any activity that produces noise that can be heard beyond the borders of one's own property would be prohibited.

The ordinance - described as a "neighbor being considerate of neighbor ordinance" by Mayor Susan Griffith - would be enforced by police or by the borough's code enforcement officer
   

Residents cheer new noise ordinance -- The problem, they say, began about three years ago when the Orinda Country Club put in a new sound system at the pool. It carried everything from swim meet announcements to blaring party music, sometimes as high as 70-80 decibels. Then, a couple of months ago, amplified sound began coming from the Orinda Park Pool, they said.

"I'd really prefer not to hear about every stroke that Johnny makes while he's going down the lane," Taylor said.

"It think it's great. It shows that the area is vibrant; it's alive," Appelbaum said. "All I can say is: Oh, well. If you want total quiet, then you have to live up in the mountains, away from everybody."
