9. CITY/CRA CONSENT CALENDAR

9C MOU WITH CHARTER OAK UNIFIED SCHOOL DISTRICT (Cont’d) Councilmember Clifford said input from the community and surrounding neighborhoodwould be appropriate before a preliminary site layout is prepared. Mr. Ziegler said Charter Oakis the lead agency and the City would defer to their expertise in some areas. Once a proposal issubmitted, there will be ample opportunity for public input.

At Councilmember Hamlow’s inquiry, J. Henderson, Director of Community Services,said the City uses the baseball/softball fields at Willow School and Washington School.Councilmember Hamlow said the length of the joint-use contract should be determined before money is expended.

Mark Hansberger, Director of Facilities for Charter Oak Unified School District, said the District recently passed a bond and they are in the process of planning a modernization and renovation of the Sunflower School site. A library is needed at this site and the City’s request to develop a library was timely. The District has already hired an architect to design site layouts. The District is also interested in sport facilities improvements. The State encourages joint use and grant programs are available. The minimum term of agreement for joint-use is 40 years, as dictated by the grant programs.

Councilmember Hamlow asked if this joint-use venture would allow the City to have more usage of the sport fields at Willow and Washington. Mr. Henderson said the City is currently maximizing its use of those fields at this time. Mayor Mouw spoke in favor of entering into a joint-use agreement with Charter Oak Unified School District. The City should take advantage of the window of opportunity at this time regarding grant programs. This is an expensive first-step.

Councilmember Hamlow requested that the City pursue joint-use agreements with Charter Oak Unified School District for Willow and Washington Schools. Council concurred.

Motion was made by Mayor Mouw and seconded by Mayor Pro Tem Conway to approve City Consent Calendar Item 9C. The motion carried 5-0 as follows: AYES: Mouw, Conway, Clifford, Hamlow, Herman; NOES: None; ABSENT: None.
