11. COUNCIL AND STAFF ITEMS

11A Councilmember Herman said the Community Services Department recently sent a message to residents in the area of Goddard and Sandburg regarding proposed lighting. He emphasized that the lighting is not a "done deal". He said the previous Council conducted a study to determine what the community needs relative to parks and fields. The study showed that there is a great need for parks and fields. He said staff has done a good job in trying to solve this problem. Having lighted fields is probably the most prudent solution to the objective for more playing fields. This City Council has appropriated funds to start the process of hearing concerns about this project. The Community Services Commission will be challenged to answer questions regarding this issue. He said the City should require the same standards on itself that it requires of the community.

11B Mayor Pro Tem Conway referred to the proposed lighting at Goddard and Sandburg and said neighborhood concerns include parking and sound systems. He said these issues can be mitigated and controlled. He said modern technology could mitigate concerns about light and glare.
