2A REVIEW/DISCUSSION/DIRECTION TO STAFF REGARDING THE CITY’S RESPONSE TO THE GOVERNOR’S PROPOSED BUDGET

Fred Sparling, a Glendora resident, said in discussing the lighting of sports fields at the Community Services Commission meeting of January 16, 2003 Director Jim Henderson referred to the proposed cuts. Mr. Sparling urged Council to rescind its directive of January 14, 2003 to Community Services to explore alternatives of lighting the playgrounds. He urged that a moratorium be placed on activities relating to additional expenditures for new lighting, new playgrounds, or new parks until the budget concerns are resolved.

Councilmember Clifford said some money in specific funds can only be spent for specific projects. The money in the Park Fund cannot be used to balance the General Fund budget. The City auditor has stated there are ample funds in the reserves to cover any shortfalls. He said cuts have already been made and he is not prepared to cut services for fiscal year 2002-2003.

Motion was made by Councilmember Hamlow and seconded by Mayor Pro Tem Conway to take no action to make any budget cuts at this time. The motion carried 5-0 as follows: AYES: Mouw, Conway, Clifford, Hamlow, Herman; NOES: None; ABSENT: None.

5. PUBLIC COMMENT PERIOD

5D Stacy Segura, a Glendora resident, spoke in opposition to lighting the sports fields at Goddard and Sandburg Schools. She said the City of Oxnard has avoided lighting public schools for several reasons, including overuse of the turf areas, bringing young people to the schools after dark, and allowing quiet times for the surrounding residents.

5E Frank Meyers, a Glendora resident spoke in opposition to lighting the sports fields at Goddard and Sandburg Schools. He noted that the fields are not used on Saturday afternoons.

5F Mike Willman, a Glendora resident, spoke in opposition to lighting the sports fields at Goddard and Sandburg Schools. He said it has been reported that soccer teams have opted not to practice on Fridays, which is a self-imposed 20% reduction of field space availability. He urged Councilmembers to remain proactive on this issue and to visit the sports fields and surrounding residential communities.

5G Doug Tessitor, a Glendora resident, referred to the City Manager’s budget report. He said the Glendora Marketplace was approved by the voters and it is contributing to the City’s tax base. He said expansion of the Louie Pompei Sportspark would add four additional practice fields.

5H Vern Ware spoke in opposition to the proposed increase in fees for recreational activities, specifically basketball. He urged Council to consider gradual increases rather than one large increase.
